ABSTRACTThis report on end‐of‐life decision‐making in Canada was produced by an international expert panel and commissioned by the Royal Society of Canada. It consists of five chapters.Chapter 1 reviews what is known about end‐of‐life care and opinions about assisted dying in Canada.Chapter 2 reviews the legal status quo in Canada with regard to various forms of assisted death.Chapter 3 reviews ethical issues pertaining to assisted death. The analysis is grounded in core values central to (...) Canada's constitutional order.Chapter 4 reviews the experiences had in a number of jurisdictions that have decriminalized or recently reviewed assisted dying in some shape or form.Chapter 5 provides recommendations with regard to the provision of palliative care in Canada, as well as recommendations for reform with respect to the various forms of assisted death covered in this document. This article poses the question of whether biobanking practices and standards are giving rise to the construction of populations from which various biobanking initiatives increasingly draw on for legitimacy? We argue that although recent biobanking policies encourage various forms of engagement with publics to ensure legitimacy, different biobanks conceptualize their engagement strategies very differently. We suggest that biobanks undertake a broad range of different strategies with regard to engagement. We argue that these different approaches to engagement strategies are contributing to (...) the construction of populations, whereby specific nationalities, communities, societies, patient groups and political systems become imbued or bio-objectified with particular characteristics, such as compliant, distant, positive, commercialized or authoritarian. This bio-objectification process is problematic in relation to policy aspirations ascribed to biobanking engagement since it gives rise to reified notions of different populations. (shrink)

This text was first published as ‘De nova methodo naturam ac motum fluidi electrici investigandi’ in Novi Commentarrii Societatis Regiae Scientiarum Gottingensis. Commentationes physicae et mathematicae classis 8 (Göttingen 1778: 168–80). It also appeared in a printing by Joann Christian Dieterich in Göttingen in 1778. Lichtenberg delivered this talk personally to the Royal Society of Sciences in Göttingen on 21 February 1778. Although Lichtenberg was not present, he had already informed the Royal Society of Lichtenberg’s discovery (...) of the electrical figures at a meeting on 3 May 1777. The present German version was first published in Lichtenberg’s Vermischte Schriften, vol. 9 (Physikalische und mathematische Schriften, vol. 4) (Göttingen, 1806) pp. 49–80. Wolgang Promies suggests that the German translation was likely done by Friedrich Christian Kries, who was a co-editor of the Vermischte Schriften and Lichtenberg’s student (see Georg Christoph Lichtenberg [1974], Schriften und Briefe, [ed. Wolfgang Promies (K II: Kommentar zu Band III)], Munich: Carl Hanser Verlag, p. 11). Lichtenberg was the first to propose the use of + and – to designate electricity in this article. (shrink)

Since its conception nearly 20 years ago, Logic Programming - the idea of using logic as a programming language - has been developed to the point where it now plays an important role in areas such as database theory, artificial intelligence and software engineering. However, there are still many challenging research issues to be addressed and the UK branch of the Association for Logic Programming was set up to provide a forum where the flourishing research community could discuss important issues (...) of Logic Programming which were often by-passed at the large international conferences. This volume contains the twelve papers which were presented at the ALPUK's 3rd conference which was held in Edinburgh, 10-12 April 1991. The aim of the conference was to give a broad but detailed technical insight into the work currently being done in this field, both in the UK and by researchers as far afield as Canada and Bulgaria. The breadth of interest in this area of Computer Science is reflected in the range of the papers which cover - amongst other areas - massively parallel implementation, constraint logic programming, circuit modelling, algebraic proof of program properties, deductive databases, specialised editors and standardisation. The resulting volume gives a good overview of the current progress being made in the field and will be of interest to researchers and students of any aspects of logic programming, parallel computing or database techniques and management. The institutionalization of natural knowledge in the form of a scientific society may be interpreted in several ways. If we wish to view science as something apart, unchanging in its intellectual nature, we may regard the scientific enterprise as presenting to the sustaining social system a number of absolute and necessary organizational demands: for example, scientific activity requires acceptance as an important social activity valued for its own sake, that is, it requires autonomy; it is separate from other forms (...) of enquiry and requires distinct institutional modes; it is public knowledge and requires a public, universalistic forum; it is productive of constant change and requires of the sustaining social system a flexibility in adapting to change. Support for such an interpretation may be found in the rise of modern science in seventeenth-century England, France, and Italy and in the accompanying rise of specifically scientific societies. Thus, the founding of the Royal Society of London may be interpreted as the organizational embodiment of immanent demands arising from scientific activity—the cashing of a blank cheque payable to science written on society's current account. This paper shows that in late seventeenth-century Scotland there existed a sizeable virtuoso community whose leaders were abreast of European developments in philosophy, history and science. Moreover, by c. 1700, Sir Robert Sibbald was attempting to organize a learned society modelled upon those he knew in Europe and upon London's Royal Society. The interests of the virtuosi and their attempts to institutionalize their pursuits laid much of the ground work for the Scottish Enlightenment. The Royal (...) class='Hi'>Society of Scotland which Sir Robert hoped to found never became a reality, but the academic ideals which he propounded came to fruition in the Philosophical Society of Edinburgh and later bodies such as the Royal Society of Edinburgh and the Society of Antiquaries of Scotland. The intellectual inquiries and achievements of Sir Robert and his friends, particularly those in medicine and natural history, continued to be of interest to later Scots. They, thanks in part to the influence of the Newtonian physician Archibald Pitcaire, improved upon Sibbald's naïve Baconianism, but to a surprising degree their concerns had also been his. (shrink)

This paper is concerned with the particular problems raised by observations of phenomena outside the common course of nature for their validation as knowledge. It examines to what extent the content of the reports and, in particular, their lack of intrinsic plausibility affected the methods used in their authentication and the assessment of testimony at the Royal Society in the first half of the eighteenth century. I show that literary strategies were usually necessary but not sufficient for the (...) validation of these kinds of observations. Next, I discuss why visual representations were especially useful in establishing the singularity of the observations, but I point out that their high costs and other restrictions meant that they were not so widespread. In contrast I show that, for a long period of time, testimony was used in the majority of the reports as the true stamp of authenticity. I note, however, that the Royal Society accepted reports by authors of varied social status, level of education and occupation, and I discuss some of the factors responsible for the complexity of the handling of testimony at the Society. I argue against Shapin that in the case of reports of extraordinary phenomena, the competence of the reporter and witnesses was often more important than their social status. The fact that monstrous births were not represented in independent learned publications of the eighteenth century, except for the case of hermaphrodites, does not mean that the interest in them had disappeared or that they were no more considered proper objects of inquiry. This paper focuses on the medical understanding of monstrosity at the Royal Society of London. I point to the use of monstrous births in strengthening the authority of medical practitioners and lecturers. I also show some (...) of their uses in providing new questions for the scenes of medical inquiry of the period and as crucial evidence in the understanding of regular physiological phenomena. I discuss some of the reasons why monstrous formations continued to defy an 'Enlightenment' approach to nature based on the search for order and regularity. (shrink)

The Royal Society possesses three long-focus simple lenses of diameters 195, 210 and 230 mm, all inscribed with the signature ‘C. Huygens’ and various dates in the year 1686. These prove to have been made by Constantine Huygens, the elder brother of the famous Christiaan Huygens. All three lenses have been examined by a variety of physical and chemical methods, both to define their optical characteristics and to establish the composition of dated samples of late-seventeenth-century Continental glass. The (...) focal lengths of 37·9, 50·1 and 65·2 metres found by combination agree with Huygens' own values of 122, 170 and 210 feet respectively, and are so great that practical employment of the lenses in aerial telescopes has rarely been achieved. All are made from the same very poor glass—a heterogeneous and discoloured potash-rich ‘forest glass’—with a refractive index of 1·516, a costringence of 60, and a density of 2·5 g cm−3. The three lenses were ground with just two concave laps, of radii of curvature 27·11 and 71·15 metres, one lens being plano-convex to a high degree of accuracy. A claim by previous investigators that one lens was a ‘light flint’ glass has been disproved. (shrink)

In a career extending over almost six decades, Nicholas Rescher has conducted researches in almost every principal area of philosophy, historical and systematic alike. In this extraordinary volume, two dozen scholars join in offering penetrating discussions of various facets of Rescher s investigations. The result is an instructively critical panorama of the many-faceted contributions of this important American philosopher. Born in Germany in 1928, Nicholas Rescher came to the U.S. at the age of nine. He is University Professor of Philosophy (...) at the University of Pittsburgh where he has also served as Chairman of the Philosophy Department and as director (and currently chairman) of the Center for Philosophy of Science. In a productive research career extending over six decades, he has established himself as a systematic philosopher of the old style. His work represents a many-sided approach to fundamental philosophical issues that weaves together threads of thought from continental idealism and American pragmatism. And apart from this larger program Rescher has made various specific contributions to logic (the conception autodescriptive systems of many-sided logic), the history of logic (the medieval Arabic theory of modal syllogistic), to the theory of knowledge (epistemetrics as a quantitative approach in theoretical epistemology), and to the philosophy of science (the theory of a logarithmic retardation of scientific progress). Rescher has also worked in the area of futuristics, and along with Olaf Helmer and Norman Dalkey is co-inaugurator of the so-called Delphi method of forecasting. Ten books about Rescher s philosophy have been published in four languages. Rescher earned his doctorate at Princeton in 1951 while still at the age of twenty-two a record for Princeton s Department of Philosophy. He has served as a President of the American Philosophical Association, of the American Catholic Philosophy Association, of the American G. W. Leibniz Society, of the C. S. Peirce Society, and of the American Metaphysical Society. He was the founder of the American Philosophical Quarterly. An honorary member of Corpus Christi College, Oxford, he has been elected to membership in the European Academy of Arts and Sciences (Academia Europaea), the Royal Society of Canada, the Institut International de Philosophie, and several other learned academies. Having held visiting lectureships at Oxford, Constance, Salamanca, Munich, and Marburg, he has been awarded fellowships by the Ford, Guggenheim, and National Science Foundations. Author of some hundred books ranging over many areas of philosophy, over a dozen of them translated from English into other languages, he is the recipient of eight honorary degrees from universities on three continents. He was awarded the Alexander von Humboldt Prize for Humanistic Scholarship in 1984, the Belgian Prix Mercier in 2005, and the Aquinas Medal of the American Catholic Philosophical Association in 2007.".
